Tuki sanctions fund for renovation of school

PASIGHAT, Feb 7: Continuing the Siang belt tour to assess the ground realties of schemes and programmes launched by the government for public welfare, Chief Minister Nabum Tuki visited Govt. Higher Secondary School, Pangin today and hold a meeting with school management committee, teachers and public leaders at Pangin.

While addressing the gathering, Tuki sanctioned Rs 20 lakh for immediate maintenance and face-lifting of the school. He further assured to grant five crores for infrastructure development of the school in the next financial year and also assured construction of school auditorium and teachers’ quarters.

He also informed that schools, hospitals and residential and non-residential buildings would be upgraded to permanent (RCC) structures under the 12th five years plan.

While emphasizing the importance of education, he advised the teaching community to dedicate in their duties and impart quality education to students.

Industry Minister Tapang Taloh, DC Talem Tapok, HODs and leaders of Pangin-Boleng area also attended the meeting.

 

State transport employees demand punishment to wrong doers, threatens chakka bandh

ITANAGAR, Feb 7: All Arunachal Pradesh State Transport Employees’ Welfare Association demanded arrest of the miscreants who have burnt down public properties like APST buses  at Ganga STS station on Saturday night.  

Vehemently condemning the barbaric act of  bus burning on Saturday night, Association said destruction of public properties such as parking buses of APSTS  have badly affected the service and the sufferers are the poor people of the state.

In an ultimatum served to the state Transport Minister, the Association demanded thorough enquiry into the vehicle burning incident and take stringent action against wrong doers as per law so that such incident never occurs again in the future. It further said that the infuriated mob should not take law in their own hand and law should be given free hand to take its own course.

Alleging inefficiency of law enforcing authority, the Association also demanded suspension of police personnel who were on duty for their alleged failure to protect public properties on Saturday night.

Demanding security to the STS properties including staff, it said the STS employees are feeling insecurity due to frequent mob violence. It further urged the state Govt to initiate step for adequate STS buses so that the poor passengers do not suffer due to shortage of buses.

Expressing resentment over repeated burning down of STS buses and Govt alleged failure to protect the Govt properties and nab the miscreants, the Association further demanded arrest and exemplary punishment to the miscreants who had burnt three APST buses on November 4 last year.

In its ultimatum to the minister the Association said it would compel to launch state-wide Chakka bandh and tool down strike in case of failure of the Govt to take steps for fulfillment of its demand on or before February 25.

 

Mortal remains of Dr Jini Gamlin laid to rest

ITANAGAR, Feb 7: The mortal remains of Late Dr Moter Jini Gamlin was laid to rest today at her Aalo residence this morning.

Dr Jini Gamlin, wife of former Chief Minister Jarbom Gamlin had died on Feb 5 after a long battle with ill health at a private hospital in Guwahati.  The Chief Minister Nabam Tuki and host of MLAs joined hundreds of mourners in bidding final good bye to Dr Jini Gamlin.  

The West Siang unit of Arunachal Teacher's Association has mourned the demise of Late Dr Jini Gamlin.

In a condolence message to Jarbom Gamlin, the teachers prayed to almighty to grant the family fortitude to bear the loss and eternal rest for the departed soul.

Arunachal Indigenous Tribes Forum ( AITF ) expressed   profound   grieve   and  sorrow  at  the  untimely  demise  of  Dr. (Mrs.) Moter Jini Gamlin.

Late Dr. Moter Jini Gamlin, herself  being a lady doctor, the entire tribal communities of our state would have avail her service and expertise in health sector but with her untimely demise, it has caused a great loss not only to her family but for the whole state of Arunachal Pradesh as we have lost a very fine lady doctor, AITF said.

Arunachal Pradesh Scheduled Tribe Students’ Union (APSTSU) and  Arunachal Pradesh Building and Other Construction Workers Welfare Board Chairman Jalley Sonam also condoled the sudden demise of Dr. Moter Jini Gamlin.

The Nationalist Congress Party (NCP), Arunachal Pradesh State Unit deeply mourned the death of Late Dr . Moter Jini Gamlin. The selfless and dedicated services rendered by Late Jini Gamlin to the public during her service career would always be remembered by the people of the state and medical fraternity in particular, the NCP said in a release.

Kargu Gamgi Naharlagun- Nirjuli management committee paid  its tribute to the holy soul of late Dr Moter Jini Gamlin. The committee said untimely demise of a senior Doctor is great loss of her family as well our state.

The Sherdukpen Employees’ Welfare Association (SEWA) also  deeply condoled the death of Late Dr. Moter Jini Gamlin.

 

Bharat Nirman campaign at Ruksin

RUKSIN, Feb 7: Preparations are afoot to conduct a three-day “Public Information Campaign” on Bharat Nirman programmes and other national flagship schemes at Ruksin General Ground, which will start from February 9. The programme is being organized for the first time in East Siang district by the Press Information Bureau (PIB) in collaboration with East Siang district administration.

The district administration recently conducted coordination meeting of the department officials at both district and sub division (Ruksin) level for smooth conduct of the programme.

The PIB already conducted six such programmes at Bomdila, Seppa, Zero, Namsai, Daporijo and Kimin. The PIC includes mass information campaign on Bharat Nirman programmes like PMGSY (rural road), RGGVY (electricity), GSD (drinking water), Minor irrigation, and rural housing besides a few national flagship schemes such as Mahatma Gandhi National Rural Employment Guaratee Act (MNREGA), National Rural Heath Mission (NRHM), Sarva Sisksha Abiyan (SSA) Mid-day-meal scheme and Right to Information (RTI) Act, 2005.

The flagship schemes also include the Prime Minister’s 15-point welfare schemes meant for the minorities.

Resource persons from different departments would highlight the various schemes of the central government in association with the other government agencies to disseminate information about the ongoing schemes to rural public.

The deputy director (M &C) of PIB, Mahesh Doley informed that central government officials including the departments of Advertising and Visual Publicity, Field Publicity and Songs & Drama division of PIB would participate the occasions. There will also be pictorial exhibition by DAVP, while the ‘Song and Dramma’ division under the ministry of I& B would present a theme-based cultural programme during the three-day programme.

 

APTJCEU  unhappy with NEEPCO, calls 72 hr bandh

ITANAGAR, Feb 7: Arunachal Pradesh Tribal Job Contract Employees Union (APTJCEU), NEEPCO Ltd  observed 48 hrs bandh at Kameng  hydro power project and Pare Hydro Power project sites on February 6 and 7 in favour of its demand for  regularization of job contract employees who are serving NEECO with dedication for last 7 years.

The bandh paralyzed the office functioning and affected all project activities. However, the local police visited the project site ensure peaceful atmosphere, said the union.

Despite two days bandh call, the NEEPCO authorities did not take any concrete step for solution to the grievance, except a mail  with a request to withdraw the bandh, the union said in a release. Expressing displeasure over the non-responsive attitude of the NEEPCO authorities, the union decided to call its second phase of 72 hours bandh from February 16 and threatened to launch third phase if the NEEPCO remains adamant to its demand.

 

The plight of pensioners in Arunachal

ITANAGAR, Feb 7: Govt employees of Arunachal Pradesh are facing bizarre problems but not before their retirement. After retirement, pensioners have to run from pillar to post for at least a year for settlement of their pension paper before final settlement at the office of the Directorate of Audit and Pension.

Apart from this, improper filling of form and non-furnishing of necessary documents at Pension Directorate office from concerned department also resulted in unnecessary delay in clearing papers. Sometimes, it is observed that the officials of Audit and Pension department refuse to accept the pension papers prepared by respective department and send back it to the authority, even to the district authorities for rectification.

Moreover, adding woes to the pensioners, the concern department embarks on paper works such as verification of service book and pay regulation only after retirement of  the employees. The department could have done such verification before retirement of a particular employee to avoid extra-burden in departmental functioning and for the convenience of the pensioners.

This journalist had met a senior citizen at one of Directorate offices here. The pensioner was inquiring about the status of his pension related file in the directorate.

When I came across this pensioner after a year, I was shocked to know about delayed settlement process of pension papers. When I enquired, the old pensioner said, “I am really frustrated. Sometimes, I found my pension file at the office of concern district officer for rectification and correction. The file also, sometimes, gathers dust inside the office Almirah for long period due to absence of concern official in the Directorate office. I don’t know when such kind of problem will be solved.”

When I enquired  the Audit and Pension director A Basit about such lengthy process in clearing a pension file, I came to know that the Director and Commissioner (Finance) had several times circulated guidelines to all departments of the state for systematic preparation of pension papers.

To the utter surprise of the pensioners most of the departments have failed to adhere to the guidelines resulting in considerable delay in settlement of pension cases and causing untold suffering to the pensioners.

Basit said systematic preparation of pension cases before retirement of an official will definitely enable the pensioner to get his pension immediately after retirement.  

 “The list of officials likely to be retire within next two years shall be prepared by all the departments and submit it to the Director of Audit and Pension by first week of April every year to keep a watch over the timely processing of pension cases and its settlement”.

Further, the pension papers of the retiring person must reach to the Director of Audit and Pension six months before retirement of the Govt staff positively.

Informing about Supreme Court verdict he further said, “action should be initiated against the defaulting officials in case of inordinate delay in submission of the pension documents without any specific valid reason”. According to Supreme Court verdict, Penal interest on delayed payment of all pension benefits at the rate applicable as per CCS (Pension) rule shall be realized from the erring officials to compensate the pensioner concerned.

Basit added that there shall be a nodal officer in each department to monitor timely processing of the pension cases as prescribed in the pension rule.

It is surprising, despite the pension rule in place, the pensioners are destined to suffer without their fault. Hope, the state government will issue strict directives to all departments to abide by the guidelines issued by higher authorities so that the pensioners  and the senior citizens  live with dignity in the society.

 

Kurung Kumey DTF chalks out plan for Measles catch up campaign

KOLORIANG, Feb 7: A meeting cum training of district Task Force (DTF) on Measles catch up and IPPI was held at DC's conference hall here yesterday.

This meeting was attended by DC incharge Tamo Koyu, DMO Dr Higio Tama and all other DMOs of Kurung Kumey district among others.

Detail presentation on Measles catch up campaign and IPPI was given by Dr. Nani Tanyo. The campaign will commence from March 6, children of between age group of 9 months to 10 years will be targeted during the campaign.

In his address Tamo Koyu said that the General administration will provide all assistance to make the campaign successful. He also emphasized on the importance of Anganwadi's and ASHA's for success of the campaign.  

Dr. N.Tanyo highlighted the important role of administration, education and ICDS departments. He requested the DC for cooperation and guidance for success of the campaign.  Yangte MO incharge suggested for awareness program to enlighten the mass about the importance of vaccination.

 Dr.Higio Tama spoke on the importance of the campaign and requested everyone to put there full effort to make the campaign successful. He also expressed disappointment at the non attendance of PRI leaders as they play a very important role in the campaign.

The meeting was followed by technical session with the MOs of the district.

 

State level Khadhi exhibition at Ziro

ITANAGAR, Feb 7:  Lower Subansiri deputy commissioner Nila Mohanan inaugurated a 15 days  State Level Marketing Exhibition on Khadhi and village industries products at Subansiri Stadium, Ziro in Lower Subansiri district on February 3.

The exhibition is being organized by by the Khadi and Village Industries Commission, Arunachal Pradesh under the aegis of Union Ministry of Micro, Small and Medium Enterprises.

Participants from different states of the country including Jammu & Kashmir, Madhya Pradesh, Bihar, West Bengal besides Assam, Manipur Nagaland and the host state are taking part in the trade fair.

Speaking on the occasion, the DC lauded the KVIC for hosting the exhibition and said it would offer opportunities to entrepreneurs who have come from various corners of the country to showcase their products and make a name for them.

ZPM Hibu Uma urged upon all the participants to avail the opportunity.

State KVIC in-charge A P Chobin informed that altogether 40 stalls have been erected for as many participants. On the sidelines of the exhibition, daily cultural programme and technical demonstration on KVIC products will be organized besides a one day workshop/ Buyers and Sellers Meet. The products are ranging from Khadi, handloom, handicrafts and other village industries products, he said.

A host of other guests including Tage Tado, Jt Director, Textile and Handicrafts, Ziro, Haj Dodum, Dy Director, Textile and Handicrafts, Doimukh, Bullo Appa, Asstt Director Industries, Ziro and H P Biswas, president, NYP, Arunachal Pradesh visited each stall and appreciated the artisans’ works.

 

School annual day celebrated

ITANAGAR, Feb 7: Government Middle School, ESS Sector, Itanagar celebrated its annual day in a befitting manner today.

Addressing the gathering, MLA Techi Kaso advised the public not to encroach school land and assured construction of school boundary wall in next financial year under SPA scheme. He further assured to take up the other demands like renovation of class rooms, construction of toilet, water tank, up-gradation of school to secondary school, construction of SMC building and school land allotment order with the concerned minister and state government.

Elementery Education Deputy Director, L Borang also appealed to the higher authority to provide necessary fund to the school.

SPD (SSA) Rajya Mission PN Thungon advised the parents, students and SMC to work for the development of the school. He assured fund for construction of school toilet, water tank and renovation of class room.

SCM Chairman Maro Tatup Anga, school Headmaster Taso Talle also spoke on the occasion.

Amongst other, DDSE, Elementary Education O Tayang and CO Habung Lampung also attended the function.

 

Training on fish farming held

ITANAGAR, Feb 7: East Siang Krishi Vigyan Kendra unit along with College of Horticulture & Forestry, Central Agricultural University, Pasighat today organized a training cum demonstration programme on “Composite Fish Farming System” for the progressive farmers of Mirem village. Sponsored by ATMA, the programme was organized with the objective of promoting fish farming and providing technical guidance in the village.

 The programme saw interaction between farmers and resource persons over various issues related to fishing. A progressive farmer Obang Nonang emphasized on the prospect of fish farming in the village for nutritional security and better livelihood.

The Programme Coordinator Dr. Mahesh Pathak appraised the farmers about various activities conducted by the Kendra and the supports it extended to the farmers.

S.M. Hussain, Subject Matter Specialist Fisheries highlighted on various technological options for maximizing fish production through Composite fish farming system.

A progressive fish farmer Taki Muang from the village shared his experiences on fish farming. Altogether 30 progressive farmers from the village participated in the programme.

NYP programme at Yachuli

ITANAGAR, Feb 7: National Youth Project (NYP) Arunachal Pradesh organised orientation cum awareness and expert meet at Yachuli on February 3. During the day members from 10 farmers club promoted by NYP and supported by NABARD attended. KVIC development officer Ajaz Asghar attended the programme as main resource person. Joram Lali coordinator of the 10 Clubs under Yachuli circle elaborately discussed about the problems and prospects of the villagers and presented details report of the activities of the all clubs during the year.

Interacting with farmers, Ajaz Asghar of KVIC informed the villagers about the KVIC run schemes. He pointed out particularly about the manufacturing and service sector of micro and small industries. He informed that a scheme is there for the artisans and the entrepreneurs for which up to Rs. 25 lakh subsidy loan scheme can be availed from KVIC. After completion of the programme all the participants visited fish farming field and ginger dryer run by the clubs members.

 

AAPBSU calls Capital bandh

ITANAGAR, Feb 7: All Arunachal Pradesh Border Students Union (AAPBSU) has called 12 hours capital bandh on February 10 in protest against the state government alleged failure to respond to the charter of demands which was submitted on February 1.  The union said, it had submitted 8-point memorandum seeking intervention of state government in various ways for the welfare of tribal people living along national and international boundaries.  They had given also one week ultimatum to the state government to respond to their demands. Further, while coming down heavily on Nabam Tuki led government, the Union alleged that present government is neglecting the cause of tribal people living along the boundary areas.

Fact finding committee demanded

ITANAGAR, Feb 7: Dari Dolu Welfare Society and Chiyom-Dachi Valley Agriculture Farmers Club have urged the West Siang deputy commissioner to intervene in the alleged forceful construction of water tank under water and sanitation programme for new Dari township and Dari circle.

The both the organizations in a letter to Deputy Commissioner urged him to institute a fact finding committee  and stop construction of water tank and shift the site from Choyom to  proposed Qi stream.  They claimed that New Dari villagers and the people of the township had requested the implementing agency to supply water from Qi stream, but against the will of the villagers the Aalo PHED has been constructing water tank to draw water from Choyom which  is unhygienic.

 

Farmers training prog on seed production

ITANAGAR, Feb 7: One day training for farmers on Seed Production was organized at Yatap, Boa-Simla,Tamen, Komporijo, Bam villages under Raga Sub-Division  from February 2 and 9. The centrally sponsored  programme conducted under Development and Strengthening of Infrastructure Facility and Distribution of Quality Seeds (Seed Village Programme), 2011-2012 was participated by 50 farmer from each of the village.

The Keyi Panyor Multipurpose Co-Operative Society Ltd, Deed, is implementing Agency for "Seed village programme" in the district incollaboration with District  Agriculture Department. Representative from the NGO besides Agriculture Officers and Field Staffs from DAO Ziro took part in it.

 

APSSACEA indefinite strike enters second day

ITANAGAR, Feb 7: Indefinite pen/tools down strike being launched by Arunachal Pradesh Sarva Shiksha Abhiyan Contractual Employees’ Association entered second day today.

Earlier, APSSACEA served an ultimatum to state government to fulfill their demand for release of enhanced salary approved by MHRD, GoI and also observed three days pen and tools down strike but till today the government is adamant on the issue.

 

KVK Website launched

ITANAGAR, Feb 7: The official website of Krishi Vigyan Kendra, Upper Subansiri was launched today by National Informatics Centre (NIC), Daporijo.

Additional Deputy Commissioner Gejum Ete formally declared launching of the website in an impressive function. DIO Milan Lego and ADO (Hqr) Rukdam Jeram, and Programme Coordinator Dr. Deepanjali Deori were present on the occasion.

 

Unemployment problem irks union

ITANAGAR, Feb 7: Arunachal Students’ Union of Tamil Nadu (ASUT) appealed to the state government to look into the unemployment problem being faced by the youth.

Expressing concern over the present law and order situation in state, particularly in state Capital, the union  appealed to the Capital Complex administration to improve law and order. It also condemned  the  recent destruction of APST buses.

 

NYC serves ultimatum

ITANAGAR, Feb 7: The Nationalist Youth Congress (NYC), Arunachal Pradesh Unit has strongly criticized the BSNL authority for not providing mobile service at Toru/Kheel village under Papum Pare district though mobile tower has been installed.

The NYC has called on concerned authority to immediately provide mobile service and restore landline service in the Toru/Kheel areas within next 15 days. Failing this they threatened to take strict action against BSNL authorities. NYC claimed that landline service got disconnected as landline pole were damaged and no any maintenance work has been done by the BSNL authority. NYC stated that people of Kheel/Toru walk upto Hostalam village, which is 7km away to make a call as BSNL mobile users receive signal there.

 

Free medical camp

ITANAGAR, Feb 7: 31th Bn ITBP force conducted two days free medical camp under civic action programme at Aab Tebe Residential English Medium School recently.

Altogether, 219 personnel availed medical checkup, consultation and eye vision test on the occasion. Dr. BL Roy attended the programme as resource person.

Earlier, the camp was inaugurated by 31th Bn ITBP commandant Mahesh Kalawat.

Youth devoid of job opportunities

The latest World Youth Report, released by the UN Department of Economic and Social Affairs said that  lack of job opportunities, inadequate education and vulnerable working conditions are some of the main concerns of the global youth.

Youth were especially worried that the education they received was overly theoretical, leaving them to acquire practical skills on their own. Many also expressed concern about their governments not doing enough to help them overcome unemployment.

Since the start of the global economic crisis, young people have faced particularly hard conditions when trying to transition from schools to the labour market. In the aftermath of the economic crisis in 2009, global youth unemployment rate saw its largest annual increase on record, resulting in some 75.8 million unemployed youth. Joblessness rates among youth are also significantly higher than adult ones. In 2010, for example, the youth unemployment rate was 12.6%, compared to 4.8% for adults.

The report also reveals that even after finding work young people face unstable conditions, as they are often the last to be hired and the first to be dismissed. It also noted that young women face greater challenges than their male counterparts when accessing jobs, with many having to work part time or in lower-paid occupations.

Despite the many obstacles young people were hopeful and optimistic that they would be able to not only find jobs, but also make significant contributions to their society. The report shows that they are placing more and more importance in creating their own opportunities and becoming entrepreneurs rather than being employed by large companies.
